Leanna Emmer. NDLTAP Technical Representative. Leanna has worked cooperatively with others for more than 40 years. Her experience includes 15 years as supervisor in the Permit Office of the ND Highway Patrol. As supervisor, she worked collaboratively with the Department of Transportation, the motor carrier industry and other government entities on transportation policies and concerns related to vehicle size and weight.

Dale Heglund. NDLTAP Program Director. Dale has 40 years of transportation experience ranging from equipment operator to design engineer. His career focus has been to promote the quality of the roadway network by helping others understand roadway engineering principles, the synergies of working cooperatively with others, leadership skills, and new technology implementation processes.

Brad Ballweber. Retired Vice President/Area Manager, Northern Improvement Company. Brad began his construction career as a Survey Crew Chief for the NDDOT in 1975 on the construction of 1-29 from Christine, ND to the South Dakota Border. In 1978, Brad began his career with Northern Improvement in Fargo, moved to Dickinson in 1981, and Bismarck in 1989 retiring in January of 2020 after 42 years of service. He is a graduate of NDSCS and MSUM. Brad has been an active member of the industry and community; previously serving as the AGC/NDDOT Specifications Committee Chair, Chair of the Bismarck/Mandan Chamber of Commerce, ND Workforce Safety and Insurance Board of Directors, BSC Foundation Board, and President of the Northern Lights Council-Boys Scouts of America.

Contractors, county and city superintendents, foreman, operators and others that work on our roadway/street network.
