There is a $25.00 per day registration fee. Entities will be invoiced by the NDLTAP after the training session.


This is a comprehensive program developed to minimize runover and backover incidents in roadway work zones. Course materials cover most information needed to develop and implement Internal Traffic Control Plans (ITCPs) on roadway construction sited as the primary means to reduce runovers and backovers.

Upon completion of the full course, participants should be able to do the following:

  • Understand the functions and purpose of the Occupational Safety and Health Administration (OSHA), and workers’ and employers’ rights and responsibilities
  • Explain the most common cause of death and injury for roadway construction workers
  • Understand why workers on foot are vulnerable to runover and backover incidents in heavy and highway construction
  • Explain the elements of an ITCP and the hazards ITCPs are designed to mitigate
  • Discuss the roles and responsibilities all members of the construction team have with regards to successful deployment of an ITCP
  • Explain their role in ensuring that as ITCP functions properly on a job site
  • Develop an ITCP for any project on which they will work
  • Implement an ITCP on a construction site


Bruce Drewes: began his career in transportation over 32 years ago as a pipe layer for a construction company in Idaho. After being buried in a trench twice, he successfully pursued a career with the Idaho Transportation Department (ITD). As a project manager for ITD, he became involved with OSHA and MSHA requirements for construction. For the past 9 years he has been involved in the Safety Fest of Northwest as a founding partner and instructor. Bruce is currently a contract instructor, providing safety related programs across the U.S. with a focus on local agencies.

Motor-Grader Operators, road supervisors, county commissioners, contractors consulting engineering, public works departments, project managers and safety officers.
