This training is a modified version of the classroom training delivered annually by the New Mexico Department of Transportation (NMDOT) to construction and maintenance staff. It was originally developed by NMDOT and adapted by the Transportation Curriculum Coordination Council (TC3) in partnership with NHI to provide good practices for ethical behavior of transportation employees. The original TC3 training was prepared by State DOT personnel for State DOT personnel.

The training contains good practices from various agencies. The topics of discussion in this training are conflict of interest, safety, fraud, falsification of documentation, reporting ethical concerns, gifts and favors, fairness, personal use of agency property, and consequences.

Not all state agencies' codes of conduct are the same, but they all demand similar ethical behavior of their employees. Be sure to access your agency's codes or check with your supervisor for more information specific to your organization. Each state agency/company has their own work rules, which the viewer needs to review and follow.

Upon completion of the course, participants will be able to recognize and practice good ethics as an employee in the transportation industry.


Brian Legan is the New Mexico DOT Technician Training and Certification Program (TTCP) Administrator. He has been with the NMDOT for 23 years with the last 19 years as TTCP administrator. Previously, Brian worked for private geotechnical firms in New Mexico and southern California for 14 years; and one year with Illinois DOT. Legan holds a B.S. in Business Management, is a Certified Professional Trainer, and NICET Level IV in Geotechnical Engineering Technology – Construction.
