Incident Traffic Control for Responders

ATSSA's Incident Traffic Control for Responders course is aimed at traffic incident responders, such as police, fire rescue, emergency traffic patrols and tow-truck operators and other personnel responding to highway emergencies. The 4-hour course presents a basic overview of temporary traffic control (TTC) standards and guidelines for incident responders. It provides essential information to make traffic incident areas safer for emergency management personnel, motorists, pedestrians and bicyclists.

Specifically, it discusses principles and concepts of temporary traffic control presented in the Manual on Uniform Traffic Control Devices (MUTCD) Section 6I, a Federal standard which now specifically addresses traffic incident management areas. The MUTCD divides traffic incidents into three general classes of duration, each with unique traffic control characteristics and needs. These classes are:

  • Major – expected duration of more than 2 hours
  • Intermediate – expected duration of 30 minutes to 2 hours; and
  • Minor – expected duration under 30 minutes.

The course discusses the unique traffic control characteristics of each class and their traffic control needs to meet the MUTCD guidelines. Also discussed are basic principles of temporary traffic control applicable in traffic incident management areas and their component parts, such as advance warning areas, tapers and buffers. Device requirements are also discussed and a typical ETC equipment kit is recommended. Emergency flagging operations and National Fire Protection Association (NFPA) standards are also discussed. This course is a must for all first responders. ATSSA is a charter organization with the National Traffic Incident Management Coalition (NTIMC).
